Tihana B. Blanc, President and Founder

Tihana, Civic Hub US’ President and Founder, is an international democracy development expert who has managed a series of projects and elections funded and implemented by a range of bilateral and multilateral institutions and donors. Most recently, she managed a country office in Bosnia and Herzegovina to introduce new voting technologies and preserve the fragile peace in BiH by increasing integrity of elections.

She led numerous democracy and governance projects and played a leading role in managing projects and watershed elections around the globe, including Afghanistan, BiH, Georgia, Ghana, Guyana, Myanmar, and Somalia. She has worked with OSCE, IOM, UNDP, and USG implementors such as IFES, Creative Associates International, and Democracy International.

Tihana holds a Masters in International Policy and Practice from George Washington University and has taught Project Management at American University’s School of Public Affairs. She is a member of Bethesda Writer’s Center working on a memoir on the history of international and democracy development.


Jeffrey Carlson, Vice President and Co-Founder

Jeffrey, Civic Hub US’ Vice President and Co-Founder, is a strategic leader with deep experience advancing electoral integrity, civic education, and democratic resilience in the U.S. and around the world. He has led high-impact programs in more than 30 countries, managing multi-million-dollar initiatives and forging partnerships across governments, civil society, and the donor community.

Jeffrey’s career includes senior roles with the International Foundation for Electoral Systems, UNISHKA Research Service, and Creative Associates International. Having led strategic fundraising efforts, he has directed resulting programs that addressed campaign finance reform, electoral violence prevention, and civic education, among others, in nascent, fragile, and consolidating democracies. His expertise spans project lifecycle management, stakeholder engagement, policy development, and cross-functional leadership.

Jeffrey holds a Masters in Public Management from the University of Maryland, and has studied in Denmark and the US. He is passionate about supporting civic education and democratic participation, and continues to advise organizations working to protect electoral processes, expand civic learning, and uphold democratic norms.


Amy Klein, Board Member

Amy brings over 15 years of experience as an international development professional specializing in management and programming on democracy, conflict, post-conflict, and stabilization/transition across east Africa and the Middle East. She served in senior leadership roles in Afghanistan, Ethiopia, Iraq, South Sudan, and Sudan implementing high-value assistance programs in fragile environments. 

Amy led a USAID program in Ethiopia focusing on improving water, sanitation and hygiene services, served as the Chief of Party/Head of Program for the Facilitating Urban Recovery and Transition in Syria program as part of the Defeat of ISIS campaign for the US Department of State. Amy has experience forging successful partnerships with government counterparts, research and training entities, civil society, and grassroots stakeholders to design, implement and grow sustainable projects that consistently meet or exceed targets. 

Amy holds a Masters in anthropology, specializing in international development from the George Washington University and a BA in anthropology from the College of William and Mary, for which she also serves on the Advisory Board for the Washington Center.


Rachel Hope Anderson, Board Member

Rachel, a policy advisor and coalition builder, is the principal of Hope& Consulting. She has a 20-year track record at the intersection of faith and public policy having served as a Fellow at the Center for Public Justice, director of faith outreach for Center for Responsible Lending and policy advisor for the Episcopal Diocese of Massachusetts. She is a graduate of Harvard Law and Divinity Schools.


Terry Hoverter, Board Member

Terry is a globally recognized expert in democratic governance, public international law, and constitutional reform. With over two decades of experience spanning more than 70 countries, he has led high-level political, legal, and institutional initiatives for multilateral institutions, international organizations, and the U.S. Government—often in some of the world’s most complex and fragile environments.

As Senior Technical Director for the Consortium for Elections and Political Process Strengthening (CEPPS), he led global initiatives that advanced democratic governance in alignment with U.S. foreign policy objectives. Previously, as Chief of Party and Senior Associate at Creative Associates International, he directed cross-regional programs focused on constitutional reform, political transitions, and electoral integrity, while leading internal systems improvements that enhanced program delivery.

Earlier in his career, Terry served with distinction at USAID, Democracy International, the National Democratic Institute (NDI), and the United Nations Development Programme (UNDP), where he designed and implemented research initiatives, civic engagement programs, and democratic reform strategies across Asia, Africa, the Middle East, and Latin America. His field experience includes leading initiatives in Afghanistan, Guyana, Libya, Nauru, Nepal, Somalia, and Sudan.

He holds a J.D. from American University, an M.A. in International Affairs from The George Washington University, and a B.A. in International Relations from Fordham University.


Adin Šabić, Media and Communications Manager

Adin is Civic Hub US’ Media and Communications Manager. Adin has a decade of experience working in media and non-governmental sector on human rights and democracy with a special focus on election technology, social media, women and youth rights, peacebuilding, corruption, and environmental issues. He has previously worked with Democracy International/USAID, European Union, UNICEF, UNDP, Heinrich Boll Stiftung, CARE Intl Balkans, GIZ, and others. Adin holds an MA in Communication and Journalism from the Faculty of Political Sciences in Sarajevo.


Mirza Hadžibegović, Technology Advisor

Mirza is Civic Hub US’ Software Development and Technology Advisor, completing his degree in electrical engineering. Mirza has worked as Support Analyst for Smartmatic and provided software and hardware support to the Central Election Commission of BiH and Democracy International for the introduction of optical scanners into elections in Bosnia and Herzegovina.  He participates in Hackathons and develops applications.
